Group creation is accessible through the "Groups" tab in the "Database users" window being dispalyed by the File->Manage users command.

Edit a group

When certain mail identities must be restricted to certain users, this relationship between identities and users is declared through the "Access to restricted identities" list of that group. Identities are not necessarily restrictable, and they are not by default.
